[Tilecache] Quick panning with overlays

Hi Yves. The MapFish layer tree can show your WMS and MapServer
layers' sublayers. Each sublayer has a checkbox, so for a given WMS or
MapServer layer with multiple sublayers, you can set any combination
of sublayers in your layer - the layer tree relies on mergeNewParams.
