Do you run tilecache in CGI mode by any chance ?  If so, that would be
the issue.  Search this forum for posts 2-3 months ago about the need
(IMO) to not use TC in CGI mode.  My experience has been ok with
mod_python, but apparently running under mod_wsgi might be even faster
(see http://code.google.com/p/modwsgi/wiki/PerformanceEstimates)

Pylons can be run under mod_wsgi apparently.
