[Tilecache] TileCache missing a row when using GoogleDisk

I am having a weird problem when seeding my GoogleDisk cache. TileCache
completes without an issue, names the files properly (Z/X/Y.png) but it
doesn't render one of the rows on my map for certain zoom levels.
I've created a screen shot( http://yfrog.com/0imissingrowp link ) because
there is really no other way to explain it. In this example, there are 3
rows of images, but there should be 4. You can see the red arrows that I
placed on the map pointing to where the missing row should render.
The zoom level is 5. This issue affect zoom levels 5 and below but anything
above seem to render fine.
If I change me Cache type to Disk, it is fine. GoogleDisk isn't.
Here's my tilecache config:

I've tried with and without meta tiling and extent_type. I've tried
shortening the decimal places down to 2 for the bbox and resoultions.
Neither seem to have any effect.
