[Tilecache] Generate tiles from KML

OK, the only reason I chose KML was because I understand XML! Given
the shapefile data, what free libraries can I use to manipulate them
(i.e. change the country colours)?

Then, as I understand it, MapServer replaces TileCache and acts as a
WMS server for use by OpenLayers?
