[Tilecache] tilecache_install_config.py doesn't work with pip installation

Hi,

I'm going to look into writing a patch for this, but just a bug report
basically - when TileCache is installed via pip instead of setuptools, it
can't locate the tilecache.cfg file via pkg_resources, and missed the actual
location that pip installs it - /usr/local/TileCache/tilecache.cfg. The bug
might be just where the config file is put in the first place by pip.
