[Tilecache] WMS-T support

Hi list,

After looking more closely to the aoos patch, I realized it was not only 
done for an extra TIME argument, but for any extra argument. So it just 
exactly fits my needs for transmitting to MapServer extra variable for 
runtime substitution.
That's great, and I heavily thank aoos guys for this improvement.

Chris, do you plan to add it to trunk ?
