[Tilecache] Transparency issue again

Hi tobias maybe you can try to turn on transparency in your mapfile, try to
overwrite the default png driver with this

OUTPUTFORMAT
    NAME "png"
    MIMETYPE "image/png"
    DRIVER "GD/PNG"
    EXTENSION "png"
    IMAGEMODE RGBA
    TRANSPARENT ON
    FORMATOPTION          "INTERLACE=OFF"   #for tilecache, metaTile On
END
