[Tilecache] Using multiple configs for tilecache seeding

Dear developers,

A new capability was added to use more than one tilecache configuration
through multiple Apache Location configurations. This is very useful for
us.

However, for tilecache seeding 2.10 always uses the default tilecache.cfg.

Attached is a patch to add a command-line argument to specify a different
configuration file, so you can use tilecache seeding with multiple
configs.
