Solved. 

I did not put number of levels for that layer in the tileacahe.cfg 

tilecache.cfg
----------------------------

[mz_tiles]
type=WMS
url=http://localhost/cgi-bin/mapserv.exe?map=/ms4w/Apache/htdocs/mapserv/example.map&transparent=true&
layers=hpool
*levels=25*
spherical_mercator=true
