[Tilecache] RESTFul WMTS compatible disk and amazon s3 cache

Hi,

The attached patch adds two new cache to store tiles in a WMTS like
schema (RESTful encoding).
The mandatory "matrix_set", "dimension" and "style" are set at the
layer level using metadata options.

The WMTSDisk cache saves tile to disk and WMTSAWSS3 to Amazon S3.
