[Tilecache] Error generating tile at highest resolutions

The problem is with your coordinates - maxExtent: -20037497.21,
-20037497.21,20037497.21, 20037497.21
For the higher zoom level, these coordinates are too far from the
tile-corner (left-bottom). It works peacefully for the lower zoom levels.
But, it will not work for the higher ones as it will have to tile numerous
blank tiles.
I would recommend you to check the bbox and specify more accurate
coordinates for tiling.
