[Tilecache] how to specify readonly tilecache

I haven't found any documentation on this, and very old posts on the list
mention readonly=yes as a parameter that can be used for the cache itself.
I haven't had any luck with that. Is there a way to tell TileCache to
ignore missing tiles and operate in a readonly mode.
