[TOSprint] Is this all official?

This may sound like a stupid question, but is the date of March 7-10 and 
the location set in stone yet?

i.e. can we start looking at booking flights, hotel, etc, or should we 
wait? Hotel reservations can usually be cancelled, but flights are most 
of the time non-refundable (or anyway making changes can be expensive).
