[TOSprint] Proposed Vienna Code Sprint 2014

Thank you very much Stephan for putting this together.

To put things in context for everyone, we do not have a formal process 
in place yet to choose the next C Sprint venue. In past years, we just 
happened to have one person volunteer to do the next one. That person 
would usually express their intention on the last few days of the sprint 
and if the proposal sounded interesting to all participants then that 
was it.

This year we had a very nice problem with two interested parties, so we 
could not make an easy decision:

- Stephan Meissl, EOX - Proposing Vienna and taking the sprint to Europe 
for the first time

- David Zwarg, Azavea - Proposing Philadelphia

Both are very keen and have been active participants of the sprint for 
multiple years. We were convinced that both could pull out a great 
sprint, so we suggested that they both do a bit of research on their 
side and get back to this list by the end of April with more details on 
what their proposed venue/sprint would be like.

So here we are, Stephan came up with his proposal. I would expect to see 
David come back with something in the next little while as well... and 
then we'll need to find a way to make this decision.

Suggestions welcome for the decision process. I do not claim to have 
authority to make or influence this decision myself, this email is just 
to put things in context for everyone on the list who may not be aware 
of the discussions that happened at our corner of the table during the 
Wednesday night group dinner in Boston.

Well, the habs beat Boston also that night but that is another story. :-)
