[TOSprint] Proposed Vienna Code Sprint 2014

I agree with Steve: some projects such as MapServer, GDAL/OGR and 
PostGIS have key developers on both sides of the ocean and the sprints 
should aim to help connect them.

Unfortunately having two sprints each year, one in Europe and one in NA 
won't help much for those projects unless the core devs can travel to 
both sprints.

A nice problem to have, but not an easy one to resolve.
