[TOSprint] FOSSGIS in Berlin, before sprint

FYI, during Nottingham I spoke with one of the organizers of the FOSSGIS
event (March 19-21 in Berlin), about possibly attending a day of that
event, before I attend the sprint.  Others may consider this also (I've
heard so much of FOSSGIS, and since it may merge for a big FOSS4G in the
future, it is worth your consideration).
