[TOSprint] 2015 OSGeo Code Sprint in Philadelphia - re-opening poll for dates

Thinking out loud, I wonder if the Feb 2-6 dates would be slightly more 
preferred (I know in Canada various provinces have holidays on either 
the 9th or 16th).
