[TOSprint] 2017 Location?

Great, so we have two options to choose from for 2017: Toronto and 
Victoria. There was also some interest for Minneapolis expressed in a 
previous sprint if I remember correctly. Anyone from MN still interested 
in organizing? i.e. Should MN be considered as a 3rd option?

Note that for 2018 (the European year), I heard rumors of interest 
coming from Athens when I was at FOSS4G. That would get my vote for sure!
