[TOSprint] Finance handling for Daytona Sprint

Catching up with this thread; the Daytona sprint budget request was not on
the agenda at yesterday's board meeting. The next meeting is for early Feb
(cutting it a bit close).

I highlighted the sprint as an activity for sponsors in todays news post
<http://www.osgeo.org/node/1755>, but you may wish to do a specific call
for sponsorship.
