[TOSprint] 2018 sprint and its location

Since 2018 is the European year of the C Tribe sprint, there were talks 
of possibly doing it in Greece, hosted by Angelos T. However, with 
another sprint happening around the same dates around FOSSGIS, it may be 
better to join forces as suggested by Lucas.

I don't know if Angelos is reading this list. It would be good to hear 
his take on this.
