[TOSprint] 2018 sprint in Bonn in march 2018 - wiki page created

Till: the Charter Member meeting could be the Sunday afternoon (on 
18th), or Monday morning (19th).  I prefer the 18th Sunday afternoon, so 
members can work on their projects on Monday.   What is the cost of 
booking BaseCamp for Sunday (all day) for this meeting?  As Venka said, 
the goal is to get as many Charter Members as possible to the meeting, 
so having it around the Bonn sprint makes a lot of sense.

With our charter member almost reaching 400,
it would be great if we squeeze in 2-3 hours
for a charter member f2f before the Bonn Code
Sprint. 2018 is significant as it will an
year before OSGeo becomes a teenager!
