[Ubuntu] GEOS 3.2 not (yet?) in the PPA

Hi Maxime,

Since many packages depend on GEOS, my plan is to update the stable PPA 
and the unstable PPA as soon as Ubuntu 10.04 is released. I assume that 
geos 3.1.1 and 3.2 are not ABI compatible.
