No, postgis 1.3 is in karmic as AFAIK works fine there.

postgresql 8.3 still exists and is now available in a package
called "postgres-8.3".

also of interest are the postgresql-8.3-postgis and
libpostgis-java binary packages built from the same postgis
source package.
