Hi Steve,

Yes it would be very useful to have a personal PPA to test your packages. If 
you have a launchpad account, you can easily create a ppa. On the main page of 
your account, you should have a link named "Create a new PPA". To upload a 
package, see the procedure below:

https://help.launchpad.net/Packaging/PPA/Uploading

Unfortunately, I have never built any java package. If you need some help 
about the java packaging, I guess you could ask on the Debian GIS mailing 
list:
