[Ubuntu] moving qgis into lucid

Officially, I'm not sure that can happen now that Lucid is about to
ship. They usually make package choices/sync from debian early in the
dev cycle for the release. It will of course be on UbunutGIS and will
probably be included in universe for Ubuntu 10.10

I suppose it wouldn't hurt to file a ticket with Ubuntu(on Launchpad) to
see if they will sync it, or apply for backport once the next Ubuntu
enters the dev cycle.

All speculation though...
