[Ubuntu] Postgis Version update to 1.3.6

Hi Alan,

that's nice to hear. I don't know if you can build Postgis 1.4 with 
Postgresql 8.3. I always thought that the 1.x numbers from postgis 
should/must correspond to the 8.x numbers from postgresql, but I wish 
you luck :-)
