[Ubuntu] UbuntuGIS membership

I would like to request membership to UbuntuGIS team in Launchpad since 
I maintain owslib and pycsw packages that are already in unstable 
project (thanks Alex). It would also help me for OSGeoLive packaging 
issues in the future.
