[Ubuntu] otb binaries for ubuntu Raring ?

Thank you Jérôme.

Seems like qgis needs an rebuild on precise and lucid because of the 
recent changes in the gdal package.
I'm doing the necessary work on the packages I maintain (orfeo toolbox).
