[Ubuntu] QGIS-Mapserver rename

I should add that you probably want to add a replaces/breaks  as well,
because upgrading from qgis-mapserver to qgis-server may otherwise
give errors (if the old mapserver is still there it will give
conflicts when installing the new one).
