[Ubuntu] Stable update

Hi all,

The following steps have been completed for the Stable ppa:
1. Ubuntu releases that reached End Of Life were removed from the 
archive. Stable now includes packages for Precise and Trusty. We can 
move Willy and Xenial packages to Stable at some point in the future.
2. All packages included in OSGeoLive 9.0 release, were copied and 
re-built for Stable ppa. Those packages are Trusty only.
3. Some maintenance patches have been applied for a couple of packages.

For the Testing and Unstable repositories, all Ubuntu EOL releases were 
also removed from the archives to save space.

Next steps:
1. Start a new stack rebuild for Trusty (based on OSGeoLive 9.5 and 
DebianGIS) on Testing. This will mainly include geos 3.5, gdal 2.0, 
mapserver 7.0, postgis 2.2.x and qgis 2.14.x
2. Once Testing works as expected, everything will be moved to Unstable 
(hopefully without much breakage)
3. Start a new stack rebuild for Xenial (based on gdal 2.0 that did not 
make it on time for 16.04) on Testing.
4. Use the Xenial packages for OSGeoLive 10.0 kick-off
