Isn't that obvious?

You need to merge the changes from the rc2 tag into the ubuntugis branch:

 git checkout ubuntugis/wily
 git merge debian/7.0.3.rc2-1.exp1
 dch -v 7.0.3~rc2-1~exp1~wily1
