Not really. There are "official" qgis packages based on plain debian AND
ubuntu and separate line with builds based on ubuntugis dependencies.
Thanks to Bas' work on the gis packages in debian, ubuntu is also not as far
behind the latest releases as it used to be (which brought ubuntugis into being
I think).
So ubuntugis is a hard requirement only for older ubuntu releases. Newer
releases have what's needed out of the box and you don't miss much if you're
not using the very latest set of dependencies.
