[Ubuntu] QGis 3 on UbuntuGIS PPA

Hi Martin,

QGis 3.4 (released last Friday) is a LTR:
https://www.qgis.org/en/site/getinvolved/development/roadmap.html#qgis-release-schedule

There is no other LTR planned after that (until July of 2019).
