[Ubuntu] Bionic Unstable updates

Hi all,

GEOS, PROJ and GDAL packages have been sitting in experimental for a while.
I will now start the process to push them to Unstable.

If you are using Unstable for production work, please switch to Stable 
(the current Unstable packages were moved to Stable some days ago).
