[Ubuntu] Potential problem with GDAL and libogdi.so.3.2

Dear Ubuntu GIS team,

I've had some troubles today installing GDAL from UbuntuGIS unstable
into a Bionic Ubuntu. I documented my attempts here, but realise this
could be a bug report for the UbuntuGIS PPA:

I solved the issue for me (for now) by installing an old GDAL from
Ubuntu sources and documented my way of identifying the problem in the
link above.

What can I do to shed some light on this?
