[Ubuntu] mappyfile v0.8.2

Hi,

As mentioned in https://github.com/geographika/mappyfile/issues/59 - for updates to a Python library (mappyfile) I'm pinging the mailing list here. 
The current version in ubuntugis-unstable is 0.7.2. I'd gretly appreciate bumping up to the new version - 0.8.2 - https://github.com/geographika/mappyfile/releases/tag/v0.8.2

Note there is an additional Python dependency "click". This is quite a common library and used in Fiona, so should already be packaged? The "lark-parser" library has also been updated several times 0.6.2-0 > 0.7.0 so it would be good if this could be updated too. 

It would be great to see the new version in the next OSGeoLive release.
