[Ubuntu] Bionic experimental

Hi all,

I have completed the transition of geos 3.8.0, proj 6.2.1 and gdal 3.0.2 
in experimental.
The following packages are not available due to build errors:
vtk6, opencv, otb, merkaartor, zygrib.

Please test  so we can promote the packages to unstable soon.
