[Ubuntu] Contributing to UbuntuGIS

Hi all,

currently it would be convenient for me to have PROJ 7.1 on Ubuntu 20.04. Instead of compiling it just for myself, it would be more useful if I just start contributing to this PPA.

How do you manage the debian contol files? Can I use them? Or would there be a different way to start?
