[Ubuntu] cowbuilder fails for Ubuntu 20.04 Focal

~/.pbuilderrc [1]. I found aptcache for bionic and xenial

martin at debian:~/git/pkg/grass$ ls /var/cache/pbuilder/bionic/
aptcache
martin at debian:~/git/pkg/grass$ ls /var/cache/pbuilder/xenial/
aptcache

but not for focal.
