[Ubuntu] New package transitions in experimental (Jammy)

Hi all,

I have started a transition of several packages (proj,geos,gdal etc) 
from DebianGIS to Jammy experimental ppa.
I will post here when this is completed. Until then, experimental will 
be mostly in broken state.
