UbuntuGIS packages come from OSGeoLive these days which is currently based on noble, but has GDAL 3.9.3.
If Angeloz is not working on a GDAL update for OSGeoLive then it's unlikely to happen as he's about the only remaining active contributor to UbuntuGIS.
Debian trixie is schedule to freeze in May, so you're likely better off running that if you need GDAL 3.10 packages.
Or you can do the work to backport GDAL and its reverse dependencies for your chosen Ubuntu release.
