[OSGeo-UK] OSGeo UK annual gathering

Hi Ian,

Although no one is forced to name an event FOSS4G, I think leveraging 
the FOSS4G brand makes a lot of sense (FOSS4G-FR recently did the same 
thing, for their most recent event).

I'm quite happy to hear that FOSS4G-UK is a possibility.
