[OSGeo-UK] FOSS4G-EU Local Chapter

Whilst I agree in principal with the need for a European OSGeo group, I'm
loathe to give total agreement to it when the section on the wiki page has
"TODO: decide on legal structure". I think I'd like something filled in
there before agreeing completely.
