[OSGeo-UK] Sponsorship of OSGeo Projects

Part of the role of OSGeo:UK is to help sponsor projects that benefit users
in the UK. We currently sponsor Regina Obe, who is a core contributor to
the PostGIS project, via a patreon programme.

Regina has just been working on updates to the windows installers for
postgis, details of which can be seen here.
