[OSGeo-UK] Nominating for Treasurer

As discussed with Matt and Nick, I would like to nominate myself for the
role of Treasurer for the OSGeo:UK succeeding Matt.
There's plenty for me to learn and I look forward to discussing with the
team if I am a good fit for this role.
