[US] Banking for FOSS4G-NA 2019

Hello everyone,

I hope everyone had a great thanksgiving.

The votes are in and we are happy to be fiscal sponsors for the FOSS4G NA
2019.

I hope to have a contract for this ready by the end of the week and I will
open an account for you ASAP so that the debit cards and account go out
soon.
