[vector-tiles] Native MVT output support in PostGIS

Still not able to produce deb packages but at least I've managed to produce
a docker image which can be fetched with:

docker pull septimaps/postgis:asmvt

The Dockerfile used to produce the image can be used as simple build
instructions on Debian stretch:
