TM and logo policies

After gathering some input, both internal and external, I went ahead and
largely just cloned the Mozilla trademark and logo policies for our own
usage: http://wiki.osgeo.org/index.php/TrademarkGuidelines.

I think the captures the spirit of what we want to accomplish.  This
will be discussed at tomorrow's VisCom meeting
(http://wiki.osgeo.org/index.php/Twelfth_VisCom_Meeting), so if you have
input please email us ASAP or join us on #osgeo tomorrow.
