New Projects and Announcements

Daniel,

It seems I have created my SAC project myself using the "Suggest a new
project" link.  Can any logged in user just create new projects like this?
This seems like it could lead to chaos!  I wonder if we might want to remove
this capability from general public use.

I also tried the announcement mechanism for my Incubator Status Report, but
it seems the whole text appears on the foundation news items page.  Am I
supposed to write a brief introduction to the announcement and just use an
url to link to the full message?  Used this way it seems that committee
chairs will still be doing two actions.  One is writing the email with the
status report, and the second is going through the announcement mechanism.

I sort of thought that RSS fields had a way of identifying a "short blurb"
introducing a topic that would appear in aggregated pages like
https://news.osgeo.org/committee-news/announce.html and then clicking on that
would show the full text.  Do we have something like that?  I must admit to
being RSS-dumb in this regard.
