Michael,

I think I have incorporated your changes, and I added the "Forward" at the
top.  Originally I thought it was not intended for inclusion in the actual
policy document, but I review I'm not so sure.

Let me know if there are any other issues.

BTW, shouldn't "Forward" be "Foreword"?
